Regulation (EC) No. 1223/2009 of the European Parliament and of the Council of 30 November 2009 imposes a number of obligations on producers, distributors and importers of cosmetic products. Pursuant to the provisions of Article 8 of the above-mentioned regulation, in order to ensure a high level of protection of human health, each cosmetic product made available on the market must be manufactured in accordance with good manufacturing practice. A manufacturing process is considered to comply with good manufacturing practice if it complies with the relevant harmonized standards, the references of which have been published in the Official Journal of the European Union. In 2011, a communication from the Commission was published as part of the implementation of Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products, which specified harmonized standards. It includes one standard EN ISO 22716:2007 Cosmetics – Good Manufacturing Practices (GMP) – Guide to Good Manufacturing Practices (ISO 22716:2007). The Polish equivalent of this standard was published on the website of the Polish Committee for Standardization in 2009 as PN-EN ISO 22716:2009.

ISO 22716:2007 Good Manufacturing Practices

This standard provides guidance on the production, control, storage and transport of cosmetic products. It covers the quality aspects of the product, but does not cover all safety aspects of the plant’s personnel or environmental aspects. Safety and environmental aspects are an internal corporate responsibility and may be covered by local regulations and legislation. It does not apply to research and development activities or the distribution of finished products.

ISO 22716 certification is written assurance that processes or services provided by an organization are carried out in accordance with the requirements of ISO22716.

The second step is to contact a certification body, such as CeCert, which offers ISO 22716 Good Manufacturing Practice Management System certification services. At this stage, we need to obtain more information about your organization and the main processes that take place in it (such as designing, manufacturing cosmetics, placing them on the market). That is why we ask you to complete the application for certification with the appropriate attachment.
